Low water conditions are making for tough fishing but should be improving with cooler weather. INYO COUNTY. Good fishing reported throughout the area. Back country access could be resticted due to recent fire. Lower Owens open all year; see Lower Owens River report. The weather is very warm during the day. Very good fishing with mayfly and caddis hatches in the early morning and in the evening.
